CAE EL GOBIERNO CHECO, UNA VICTORIA DE LA DEMOCRACIA, DE LA POLITICA DEL DESARME Y DE LA NO-VIOLENCIA
Ayer el gobierno del premier conservador checo Mirek Topolanek ha sido destituido por el Parlamento con una moción presentada por la oposición socialdemócrata.Se trata de una gran victoria para el movimiento no-violento contra las bases en República Checa che ve crecer las reales posibilidades de oponerse a la instalación de la base militar de radar de los EEUU.
El gobierno checo está formado por el ODS, el partido de derecha de mayoría relativa, por un pequeño grupo de Demócratas cristianos y por los Verdes. Las razones del voto negativo son tantas: las medidas impopulares tomadas en el campo del sistema sanitario han contribuido a la victoria de la oposición, así como el escepticismo expresohacia la Unión Europea, pero el elemento decisivo fue el conflicto que se generó en la sociedad civil checa con respecto a la instalación de una base militare de EEUU dentro del proyecto del escudo espacial.
El 70% de la población está en contra de la presencia de tropas extranjeras en el propio territorio. La protesta popular, que dura desde hace más de dos años, ha puesto en crisis al gobierno en varias ocasiones y ha reforzado a los partidos de oposición: las elecciones regionales realizadas el pasado otoño han visto el derrumbe de los partidos de la mayoría.
"El gran trabajo de sensibilización, movilización e información hecho en estos años - dice Jan Tamas, presidente del Partito Humanista checo y líder de la protesta contra la base radar - ha hecho comprender a muchos diputados de la oposición la peligrosidad del escudo espacial y a muchos miembros del Partito Verde que estaban persiguiendo una política lejana de las posiciones de los Verdes europeos".La caída del gobierno fue posible sobretodo gracias a dosdiputados verdes que se distanciaron de las posiciones militaristas de su partido.
La instalación de la base militar estadounidense fue uno de los temas más sentidos en los últimos años por la sociedad checa. La huelga de hambre hecha por Jan Tamas y Jan Bednar en mayo de 2008 creó una fuerte conmoción entre la gente: desde entonces continúa en todo el país una huelga de hambre a rotación. Se unieron a esta protesta científicos, académicos, actores, directores, deportistas, parlamentarios de diferentes bloques políticos y el vicepresidente del Parlamento, se formó una liga de alcaldes contra el radar.
"Tal vez los medios internacionales presentarán la caída del gobierno checo como el fruto de los habituales juegos políticos" - prosigue Jan Tamas - "esto es en parte verdadero, la crisis económica es un tema importante. Pero la caída del gobierno representa sobretodo la victoria de la democracia, del desarme y de la lucha no-violenta. Sin nuestra protesta el gobierno nunca habría caído. Nuestra gente no quiere tropas extranjeras sobre el propio territorio; ahora EEUU tendrá que rever sus planes. Es una victoria de la gente y no de los políticos".
Los activistas checos quisieran que su ejemplo fuese seguido en los otros países involucrados en el proyecto del Escudo Espacial – Italia, Gran Bretaña, Japón e India – para desarrollar una amplia oposición a las “guerras estelares”, y a favor del desarme nuclear. Sobretodo la construcción del escudo espacial en India podría aumentar las tensiones con Pakistán, y ambos países disponen de arsenales nucleares.
El premier Topolanek, entrevistado por el periódico Novinky, enseguida después de la desconfianza expresada a su gobierno, ha reiterado la certeza de que el futuro gobierno seguirá el camino de la ratificación del tratado con EEUU. Sobre esta posibilidad Jan expresa sus dudas: "luego de las presiones generadas por la huelga de hambre, el partido socialdemócrata ha tenido que tomar una posición clara a nuestro favor, cosa que les torna más dificultoso que a futuro puedan cambiar de opinión sobre la cuestión del radar." The Czech govt has fallen: a victory for democracy, disarmament and nonviolence.Prague, March 25, 2009Yesterday the government of conservative Czech Prime Minister, Mirek Topolanek, was dismissed by Parliament with a motion presented by the Social-Democratic opposition. This is a great victory for the Non-violent Movement against the bases in the Czech Republic that saw the real possibility to oppose the installation of US military radar bases.The Czech government is formed by the ODS, a right-wing party with arelative majority, and a small group of Christian democrats and Greens.There are many reasons behind this loss: unpopular health system policies, as well as scepticism towards the European Union. The key element; however, was the conflict created in Czech society regarding the installation of the US “Star Wars” radar base.70% of the Czech population is against the presence of foreign troops on their territory. The popular protest which lasted more than two years, created trouble for the government on several occasions and strengthened the opposition parties. Regional elections which took place last autumn, witnessed the fall of the majority parties.“The great work of awareness-raising, mobilization and information dissemination we carried out in these years,” stated Jan Tamas, President of the Czech Humanist Party and leader of the radar base protest, “allowed the opposition parties to understand the danger of the “Star Wars” project and the Greens to realize their politics was very distant from that of other European Green Parties.”As a matter of fact, the opposition of two Green Party members who distanced themselves from their party’s pro-military stance was the major cause of the fall of the government.The installation of a US military base was one of the most heartfelt issues in the Czech Republic in the last few years. The hunger strike of Jan Tamas and Jan Bednar in May 2008 strongly moved the population. Since then, a chain hunger strike is still taking place in the country where different personalities fasts for one day. Personalities include scientists, academics, actors, directors, sportspeople, parliament members of different parties, as well as the Vice President of the Parliament. A widespread league of mayors against the radar was also formed.“Maybe the international mass media will present the fall of the Czech government as the result of usual political tricks,” said Jan Tamas, “this is also true. The economic crisis is an important issue. But the government’s fall especially represents a victory for democracy, disarmament and the non-violent struggle. Without our protest, the government would never have fallen. Our people do not want foreign troops on their territory, the US will be forced to review their plans. It’s a victory of people not of politicians.”Czech activists would like their example to be followed in other countries involved in the Star Wars project: Italy, Great Britain, Japan and India. According to them, a widespread opposition against Star Wars must be formed in favour of nuclear disarmament! The building of a missile shield in India could increase tensions with Pakistan and both countries have a nuclear arsenal.Premier Topolanek, interviewed by the Newspaper Novinky, following the lack of confidence expressed in his government, reiterated the certainty that the future government will follow the path of ratifying the treaty with the US. Regarding this, Jan expressed his doubts, “after pressures generated by the hunger strike, the social democratic party was forced to take a clear stand in our favour.
